Halton Region’s Basement Flooding Prevention Subsidy Program makes it more affordable for residents to undertake home improvements that can help reduce the risk of basement flooding and keep rain/storm water out of the wastewater system.

The list of five home improvements eligible for subsidies is as follows:

Backwater Valve Installation Subsidy	A backwater valve prevents wastewater from backing up through the wastewater pipe into your home to prevent flooding. For work completed after July 15, 2024, the subsidy covers 50 per cent of costs incurred for materials and labour charged to install a backwater valve, up to a maximum of $1600. For work completed prior to or on July 15, 2024, the subsidy covers 50 per cent of costs incurred for materials and labour charged to install a backwater valve, up to a maximum of $675. Exterior Storm Drain Disconnection	Exterior storm drains are designed to direct stormwater away from your home, helping reduce the risk of basement flooding. Halton Region’s subsidy covers 100 per cent of costs incurred for materials and labour charged to disconnect the exterior storm drain, up to a maximum of $6,500. Wastewater Lateral (Pipe) Lining and Repair Subsidy	The wastewater lateral carries wastewater from drains connected to toilets, washing machines, and dishwashers. As the roots accumulate in the pipe, they create a blockage which prevents wastewater from properly draining. This can result in a wastewater backup in your home. For work completed after July 15, 2024, the subsidy covers 50 per cent of costs incurred for materials and labour charged to repair the wastewater lateral, up to a maximum of $4,000. For work completed prior to or on July 15, 2024, the subsidy covers 50 per cent of costs incurred for materials and labour charged to repair the wastewater lateral, up to a maximum of $2,000. Weeping Tile Disconnection and Sump Pump Installation Subsidy	Weeping tile collects groundwater and discharges it away from the foundation of the home. Weeping tile that is connected to, and discharges, via the wastewater (sewer) pipe can directly contribute to basement flooding by overloading the wastewater system during heavy rainfall. For work completed after July 15, 2024, the installation subsidy covers 100 per cent of costs incurred for materials and labour charged to disconnect weeping tile and install a sump pump, up to a maximum of $6,500. For work completed prior to or on July 15, 2024, the installation subsidy covers 100 per cent of costs incurred for materials and labour charged to disconnect weeping tile and install a sump pump, up to a maximum of $5,000. Downspout Disconnection Program	Downspouts are the pipes connected to your eavestroughs that collect water from your roof and direct it to the ground or to a drain below ground. Downspouts that discharge into the ground and empty into the wastewater system – sanitary sewer – can directly contribute to basement flooding by overloading the wastewater system with rainwater during heavy rainfall. For work completed after July 15, 2024, the subsidy covers 100 per cent of costs incurred for materials and invoiced contractor labour charged to disconnect downspouts, up to a maximum of $900. For work completed prior to or on July 15, 2024, the subsidy covers 100 per cent of costs incurred for materials and invoiced contractor labour charged to disconnect downspouts, up to a maximum of $500.
