Toronto’s Multiplex Housing Regulations
Toronto’s multiplex zoning regulations allow homeowners to create additional dwelling units in residential neighbourhoods as-of-right, meaning a rezoning or minor variance is generally not required when the proposal complies with the applicable zoning rules and the Ontario Building Code. The by-law also allows for the conversion of existing residential properties into multiplexes.
Multiplex Regulations Up to Four Units Citywide
The City permits duplexes, triplexes, and fourplexes as-of-right in applicable low-rise residential zones, including R, RD, RS, RM and RT zones. Property owners can also convert existing houses to contain up to four units.
Multiplex Regulations Up to Six Units
The City currently permits fiveplexes and sixplexes as-of-right in eligible properties within the Toronto and East York catchment area and Ward 23 – Scarborough North. Sixplex permissions are not currently citywide.
For detailed information on multiplexes, including lot coverage regulations, parking provisions, and more, refer to the Multiplex Information Page.
Key Multiplex Rules
- “As-of-right” does not mean every property can accommodate the same building. Lot-specific requirements still apply, including setbacks, lot coverage, height, and other zoning standards. Before proceeding, property owners should confirm the property’s zoning and applicable regulations using the City of Toronto’s Interactive Zoning By-law Map.
- Multiplexes are exempt from standard Floor Space Index (FSI) requirements, subject to certain exceptions.
- The City permits multiple front entrances.
- Duplexes, triplexes, or fourplexes do not require minimum parking.
- A garden suite or laneway suite may also be possible, provided the property owner meets applicable requirements.
- Toronto waives all development charges for up to six residential units per lot, meaning the City doesn’t apply DCs to any combination of multiplex units or garden suite additions until you exceed six units.
