TRREB is working with the Ontario Real Estate Association (OREA) to advocate to the provincial government for a new, streamlined condo ownership model tailored to missing middle and single-lot homes, specifically focusing on multiplexes of six units or fewer.
High construction costs and rental-focused development have kept uptake relatively low in municipalities that allow multiplexes. Encouraging a more streamlined, cost-effective and accessible ownership model for multiplexes up to six units could increase uptake, allowing the supply of sought-after ground-oriented family-friendly units.
Ontario’s current condominium framework was designed primarily for large condominium developments and is not well suited to small-scale multiplex projects with six or fewer units. The existing system’s complexity, professional study costs, and administrative requirements can make these projects financially challenging to deliver within the current framework. At the same time, Ontario faces growing demand for a wider range of homeownership options that are more attainable for first-time buyers, families, individuals, and right-sizing seniors.
TRREB recommends that the Province explore a simplified ownership framework specifically designed for small-scale multiplex housing. A modernized approach will reduce unnecessary regulatory barriers while maintaining appropriate measures that protect consumers. This approach will help create ownership opportunities in missing middle and multiplex housing.
Other provinces, including British Columbia and Alberta, have implemented ownership models that better support multiplex housing of six or fewer units. TRREB believes Ontario should build on these examples and create a made-in-Ontario solution that helps increase housing choice, improve affordability, and support the delivery of more missing middle housing.
